Form 121 is the new unified self-declaration form introduced under Section 393(6) of the Income Tax Act, 2025, read with Rule 211 of the Income Tax Rules, 2026. Effective from April 1, 2026, it completely replaces the earlier Forms 15G and 15H that taxpayers used to submit to banks and other payers to prevent TDS deduction on interest income.
The key improvement is unification — unlike the old system that required Form 15G for individuals below 60 and a separate Form 15H for senior citizens (60+), Form 121 is a single form for all eligible resident taxpayers regardless of age. This simplifies compliance significantly, especially for senior citizens who previously had to track which form applied to them.

To submit Form 121, you must meet all of the following conditions:

Note: The eligibility test for Form 121 is ultimately whether your final tax liability is nil — not just whether income is below the basic exemption. Under the new tax regime, Section 87A rebate makes tax nil for incomes up to ₹12,00,000. Under the old regime, the Section 87A rebate applies up to ₹5,00,000. Form 121 is filed online through the official Income Tax e-filing portal. Here is a step-by-step walkthrough:
Go to the official portal at www.incometax.gov.in and log in with your PAN, Aadhaar, or registered credentials.
Click on "e-File" in the top menu, then select "Income Tax Forms" → "File Income Tax Forms".
Under the "Forms as Per Income Tax Act 2025" category, select "Deduction and Collection at source (Form 121)".
Enter the details of the payer (bank, post office, or EPFO) — their name, TAN, and address. You need a separate submission for each payer.
Enter your personal details — PAN, name, address, and the assessment year for which the declaration applies.
Enter your estimated total income for the year and confirm that your estimated tax liability is nil. Review all details and submit the form with e-verification.
Unlike the old Forms 15G/15H that were widely available as downloadable PDFs, Form 121 is primarily an online form filed directly through the Income Tax e-filing portal. This is part of the government's push towards digitisation of tax compliance.
